Where are the prescribed forms, where the submission of the application, which are certain deadlines. I have a feeling that everything in the semi-secret privileged to lobby candidates had a better chance. This lack of democracy. Otherwise you need to go bow to the current city government that does not looks slightly inclined to the competition.
